Digital sovereignty down to the document level: PDV and Collabora deepen their partnership for collaborative work in VIS

Monday, April 27, 2026 – PDV GmbH and Collabora Productivity have entered into a strategic development and sales partnership. The aim of the collaboration is to further expand the integration of Collabora Online into PDV’s VIS-Suite, which was introduced with a version update. Collabora Online is a leading open-source office suite for collaborative work. Furthermore, the solution can now be licensed directly through PDV GmbH.

Many public authorities face the challenge of enabling modern forms of collaboration without being able to use external cloud services or losing control over sensitive documents. Especially when editing documents together, this often leads to media breaks and inefficient workflows.

Collaborative work under full data sovereignty

The VIS-Suite from PDV GmbH is a modular ECM platform for electronic administrative processes, supporting public authorities from application processing through to archiving. More than 250,000 public sector employees in Germany use the solution for legally compliant and seamless collaboration across all levels of government. With the integration of Collabora Online, users of the VIS-Suite, starting with version 7/VIS 26, have access to a familiar, modern, and powerful office solution that allows them to edit documents, spreadsheets, and presentations simultaneously. Editing can be done in the VIS-SmartClient, the VIS-WebClient, or VIS-Go! – always within the existing infrastructure of the respective agency.

In addition to the functional advantages, the partnership simplifies the procurement process: licenses for Collabora Online can now be obtained directly from PDV GmbH. Additional contracts with third-party providers or external licensing channels are no longer necessary. This also applies to the Software as a Service offerings of the VIS-Suite, where Collabora Online can simply be added as an additional module. This significantly reduces not only the technical effort for public authorities, but also the organizational and legal burden associated with procurement.

Collabora Online supports all common office formats, runs in browsers and on mobile devices, and is fully integrable into existing IT architectures. Seamless integration into the VIS-Suite

The integration enables direct, real-time editing of documents across all VIS interfaces. Users can switch from viewing to editing mode with a single click. If multiple people are working on a document simultaneously, Collabora Online clearly indicates this. Changes are automatically incorporated into the existing VIS versioning process, either automatically or upon saving.

The solution is aimed at all target groups of the VIS-Suite – from federal, state and local authorities to police and judiciary, as well as churches, media institutions and other institutions with high security and compliance requirements.
